When being Mayor is just a job

We met at Barangay Dili, Bauang, because Mayor De Guzman, or Mayor Martin, was on his routine barangay meet-and-greet. I was told that he made sure he was constantly immersing with his constituents, and met with all the barangay officials at least once a month. And then I knew I was going to interview someone extraordinary.
Mayor De Guzman was born into a political family. Being a fourth generation politician in a long line of politicians in La Union, he is very familiar with political life. However, he didn’t really plan on entering the political arena at first. He was in the US, a practicing licensed accountant, when his father was afflicted with cancer. He then had to come home and it was then when the question was posed on him. He refused the offer and went back to the States, and as fate had it, went back to La Union to pursue a life in governance. He became mayor of Bauang, then became vice governor of La Union, sat in the Sangguniang Panlalawigan for two terms, and then back to the mayoral seat. He is now on his second term as mayor.

“If you’re vice governor, the work is legislative. But when you’re a mayor, the work is more administrative.” He explained that the work as mayor is more challenging because as an administrator, he implements what is legislated, and deals with issues on a day-to-day basis. He added, “sometimes, I also act as a legislator because with whatever action I want to do, I will have to consult the Sangguniang Bayan.”

Particularly in addressing the issues of Bauang tourism, he admitted that the task is “very challenging.” He went into politics when Bauang tourism was in a slump, as tourist’s attention was more focused in places like Boracay.

Bauang, La Union – One of Bauang’s pride, the Bauang Baggak Choir was invited in South Korea for a special performance for the 32nd Taebaek City National Choir Competition which was participated by 30 chorale groups August 22-23. The City Government of Taebaek in Gangwon Province in South Korea lead by Mayor Kim Yeon-Sik, Deputy Mayor Yoon Seok-Gyu and the other City officials warmly welcomed the choir and the delegation from Bauang.


Prior to the invitation of the Taebaek City Government, the Gangwon Teachers Choir of South Korea also performed in Bauang in a Concert Tour last January 24 displaying their culture through their songs and performances. After which, in February 6, the Deputy Mayor of Taebaek City along with some of their key officials also visited Bauang. It is prelude to the forging of a friendship city relation between the two towns.

DENR, LGU Bauang Join Land Titling Project

To foster better linkages with the Local Government Units, the DENR launched the land titling partnership with the Municipality of Bauang, La Union as a means to fast Track the Handog Titulo Program on August 1, 2014. This was highlighted through Signing a Memorandum of Partnership Agreement (MOPA) with the Municipal Mayor of Bauang, Eulogio Clarence Martin P. de Guzman III. This partnership agreement signals the acceptance and processing of Free Patent Titles of residents of Bauang.

Present during the MOPA signing were the key officials of Bauang, La Union in the person of Mayor Eulogio Clarence Martin P. de Guzman III, Vice Mayor Bonifacio Malinao, Municipal Councilors, Ms. Diana F. Flores (Municipal Assessor), Engr. Rainier J. Calica (MPDC) and DENR headed by Regional Technical Director Manuel Ydia, PENRO Samuel Songcuan, LMO III Myrna Manio and Regional Public Affairs Office (RPAO) representative.

The successful concert tour of the Gangwon Teachers’ Choir of South Korea in the Philippines gave way for another big break for the Bauang Baggak Choir.

During the concert of the Teachers’ Choir in Bauang, BBC sang the invocation and the National Anthems of the two countries, much to the amazement of our Korean guests.

The Baggak Choir entertained the group during the post-concert dinner for the Korean Choir held at the Rosebowl Steakhouse and Restaurant It was one important event where BBC sang local folk songs, Tagalog ballads and Korean folk songs specifically Arirang and Doraji. , which earned ear-splitting cheers and standing ovation from the warm and appreciative guests.
