Bauang Mayor Eulogio Clarence Martin P. de Guzman III inducts into office two Indigenous Peoples Mandatory Representatives (IPMR) as Barangay Kagawads. (BKs)
Lolita P. Peis, a Kankanaey from Sta. Monica and John E. Bintor of Casilagan received their confirmation from the National Commission on Indigenous Peoples (NCIP).
According to the guidelines for the determination of the minimum threshold of IP/ICC population in a Local Government Unit (LGU) in the Local Sanggunians as implemented by National Commission on Indigenous Peoples (INCP) and Department of Interior and Local Government (DILG), Bauang does not meet the requirement.
In Barangay Sta. Monica, out of 1,373 total population, there is a total population of 523. The qualified number of Indigenous Peoples(IP) is 197. At barangay Casilagan, from the 1,085 population there is a 215 IP population and the qualified number of IPs is 138. Peis and Bintor are qualified to be BKs of Sta. Monica and Casilagan respectively.
As of 2010, Bauang’s population is 70, 735 and there are 2, 612 IPs composed of major tribes of Kankanaey, Ibaloy and Bago tribes. In every barangay with a total population of 700, there are 7 regular barangay kagawads. In every 100 IP, there must be 1 IP barangay kagawad. If the municipality has a total population of 8,000, there are 8 regular Sangguniang Bayan Members (SBM). For every 1, 000 IP there should be one IP SBM. Bauang does not have this number of 1, 000 IP, so there is no seat for an IP SBM.
